An 85% WC may have been enough to wipe out your BB. If you added the water and then added your conditioner it may have exposed the BB to enough Chlorine to kill it.
 
What were your test results, nitrate, nitrite and ammonia?

Now after the water change, what are they?

i turned off everything, filled up a bucket with water, added dechlor, poured in, so on and so forth until it was filled within an inch or two of the trim, turned everything back on

i'm not sure how an 85% change could have wiped out my bio, they weren't exposed to chlorine at all.

There is nothing canned about it! An ammonia bloom can cause the milky appearance to the water being described.

High nitrates were mentioned, but no numbers given.

These are valid questions, not canned responses.

Now, I know the nitrates because I mentioned I haven't done a wc in a while, (I know, not the best decision). My tank looked milky, my guess a bacteria bloom, and I panicked. Did a large wc. Came on here.

I used to be obsessive with my wc's, giving me almost no reason for a test kit doing ~50% 2x a week just so my fish could have the best... I haven't done it in a while due to something I'd rather not talk about.
 
Understood and experienced
I've killed moar fish from a much needed WC than from poor water quality
the change does the damage to an already stressed specimen
Get back on the horse or find it a new stable
