Tough call at this stage. Look for the bearding in the lower gill as its grows. If its lower gill is relatively spotless, or at least doesn't have any worming, it's probably male.

I would not consider this an electric blue. Honestly if ya get an EBJD your will know it for certain. They look almost nothing like a regular JD. This here is a pic of a EBJD that is only about 1.5-2in that I got from Google. Least to say they look totally different from your fish.
