stability is snake oil...it does nothing, any of these products claiming to get beneficial bacteria into a bottle for months without food are just pouring money down the toilet...I don't see EXACT details in your reply.

How long was the filter off?
How many tanks, what size tanks, what fish and their size are in each tank?
Did the media dry out? sounds like it did, =dead media+ rotten organic load.
If media dried out it died. did you clean out the filter before restarting? If yes, all you did was put fish in uncycled tank.
If NOT, & you just restarted the filter(s), then they pumped a big load of toxins right in to a tank with NO ability to even handle the fish if filter & water had started out clean. Dead filter media must be cleaned, THEN re-seeded. Seeding is not enough for that.

If you want beneficial bacteria, get pre seeded media from a friend, or.....(and I did this yesterday):
Go to the LFS, with a 20l bucket and ask them to wash out their sponge filters into the bucket, make sure they give them a real good squeeze out, I got my LFS to wash out about 6-8 sponges, take the water home, get a funnel and a length of hose, put the funnel into the hose, and the other end of the hose pressed against the filter inlet and slowly pour the water from the LFS down the funnel so it is sucked up by the filter straight away and does not make loads fo clouding in the tank.
the logic, the filter will suck up all the debris and water from the LFS, teaming with bacteria which will instantly get stuck in your canisters filter media and start multiplying!
I broke my cycle some how, my tank looked like milk due to all the ammonia in the water, I did this process and overnight the problem seems to have halved!
