if you got the filtration...i'd say 25-30 5" fish with a few bottom dwellers like loaches or catfish
 
A bakers dozen on top of what you have.
More fish will disperse the aggression to other fish other than just one or two taking most of the hits.
 
Ive also got a big ass red devil in with all my africans, he seems to keep them all in line. Usually they are trying to figure out where he is going next which dosent leave em enough time to beat on each other.
 
i agree with toehead. either overstock so the 1 getting picked on gets lost in the crowd, try to get more hiding places or get rid of him. thats all you can do really. try some cheap dither fish like giant danios or silver dollars. get about 5 or 6 of them
 
The RD to also be causing a lot of tension.
 
maybe muske but its also the dominant fish in the tank and from my experience taking the dominant one out leaves a different one to be the aggressor. my s. fryeri isnt agressive but he will break up fights when he sees them. if the RD is doing the same i would leave him in there. even though i never really mix southies with africans
