I'm afraid the poor puffer is being terrorized by all those aggressive cichlids. How big is the tank?

Most puffers need brackish water.
Not true! There are very few true BW puffer species. Most are strictly FW or SW.

That being said, I believe the OP may have a BW green spotted puffer. Your cichlds belong in FW--no salt.
The puffer belongs in high-end BW, with marine salt. We;re talking around 2 cups of marine salt/5g. That's way more salt than any FW fish could handle for long.

I should have qualified that; most puffers commonly found at the LFS are brackish species (GSPs, Fig 8s, Ceylons, etc). Apart from Dwarf puffers, most of the other freshwater species are less common.
 
That comment is somewhat true... Most commonly seen puffers are the GSP & F8.
