If you are after a small fish with big teeth, look into dwarf puffer fish.
Lots of character, small and manageable and big teeth.

My advice here is go LOW LOW LOW LOW TECH.

I'm not a cichlid fan so these other folks in here are the ones to listen to there, but I would go with:

A. Puffers but keep in mind the small ones common at LFS's require brackish water despite what the wayward part time highschool employee tells you lol.

B. a school if smaller tetras like rummynoses.

C. Small spiny eels. peacock eels are the ones I find most commonly here, but any of the species EXCEPT fire eels or tyretrack eels would work in your 40, and they are personable little guys, most will eat from your hand.

Your options are mildly limited with a 40 but again all the suggestions I've seen are good.

Chompers for small tanks are rare.puffers do have teeth but they unfortunately need crunchy foods (snails and other molluscs) to maintain them. Cichlids are a great start
 
If you must have cichlids,forget c/a to big or too aggressive for your tank.
S/a dwarf or west African dwarf cichlids would be your best option.

African shell cichlids look very cool. I would recommend them, their antics in videos make me want some really badly

When I had a peacock eel all it did was burrow in the sand. When I fed it, it just sat there, and never ate. A couple weeks after having it I found it dried up outside the tank. The parameters were fine. The eel was just too stubborn.
 
One thing I've noticed is that fish don't usually show personality in the store. If they do, then they will show a lot more in your aquarium after having them a while. Angels are personable, just not in store. This may be different for other people, but this is what I have noticed.

your eel sucked then lol the ones I had were always out and begging for food.
