You can get very efficient electric radiators now, my loft conversion runs one and it is cheaper than conventional radiators to run...that would warm the room. I would put insulated backed plasterboard on the walls, I have 2 inch "celotex" on the back of mine in my office that I built and that building stays really warm. Then insulate the backs of the tanks.
 
Your getting me worried to open the bills for this month and the next. my room without tank was about 67° +- ish with tank 600 gallons at 80° room is at 70°. Fully insulated and going to put carpet on the floor this week no more bare cement. I have 1200 Watts of heating just in case I need it and reeflo pump. Even with running the sprinklers in the summer our water is over 100.00 never huge.

Do you have windows back where the tanks/filtration is? I have my big tank /filtration exposed to ambient and sealed off from the rest of the basement that's exposed to AC.

That's a big bummer about the bill..... The weather sucks bad this summer.... Hopefully you catch a break soon!

This made me think. What if you have another tank outside in warm/hot air. You pump the water into this tank from your sump and then it overflows back into your tank. You could even use a black trash can if you need to make the water hotter and algae won't grow because its not exposed to sunlight. Seems like with some trial and error you could get away with no heaters in the summer. in the winter you could locate the can to an area of the house thats heated and that would help out to.
