how do i stabilize a 1 gallon tank

You need more bacteria in the tank if you are getting nitrite and ammonia readings.
use a baby net for now in the other tank, but if you want a fry tank, get it cycled first (if you plan on putting a lot of babies in it)
So get some bacteria from either your other tank or a pet store (pet store in my area will help out customers by giving them some mulm off their filters into a bag, free of charge)
You can use small amounts of pure ammonia to get it cycled (test it daily and make sure there are no fish in it when you are dosing with pure ammonia). That is how I set up a new tank. Never tried it on small scale, but I did do this with a 10 gallon.

how many fry did you throw in the tank as an ammonia source?

I really don't think there would be lots of bacteria on rocks in the tank. Try it if you want. I have never cycled a freshwater tank with rocks before

Sounds like it has (or had) a 'Whisper 3i" or something similar. I have 2 of these running on a 6gal with 5 EndlerxGuppy hybrids and a dozen RCS (+ unknown number of shrimplets and snails). Have had these 'filters' running for 5 months now with the same cartridges, once they started building up gunk the BB moved in and now I never do WC's just top up every couple of days and rinse the filter cart's every couple of weeks (in dechlorinated water). Amm 0ppm, Nitrite 0ppm Nitrate 5-10ppm constant for 3 months - tank is planted and I dump offcuts of plants from other tanks in there to root, so that takes care of the Nitrates.

If I were you I'd just stick with the filter that came with it and use Prime and Stability untill it's cycled, just my opinion!

Prime is a dechlorinator which also neutralizes Ammonia and makes Nitrate and Nitrite safer for fish - so protects the fish while the tank is still cycling without stopping the cycle.
