Arizona is great for catching your own fish food. Most bodies of water out here have accidental tilapia infestations, and during the summer the reproduce en masse. G&F encourages you to keep all you catch and there's no limit.

Tilipia here are so plentiful and aggressive you could probably catch like 500 with a full day of fishing during the summer! Cut 'em up and you got fish food for months!

P.S. my wife caught one that was a little over 22" last year, my largest was around 18"
 
Look for bargains, trade up, catch your own feeders and if you live near a hatchery talk to them about letting you add your order to thiers so you can get the bulk rate, trout pellets are very high protien. A major way to keep expenses down is to keep natives, even if you don't catch them yourself they tend to be a lot cheaper than tropicals, and you don't need heaters.
