Dependig how long the carbon has been in the old filter cartridges (if indeed there is any) it will also have bb (beneficial bacteria) just like any other 'surface' of a cycled tank.
Using Prime and Stability along with the cartridges from an established tank you should be ok, just keep checking your water and do WC's if readings get to high, but remember that you need Ammonia and Nitrites at some point in order for the bb to feed and produce Nitrates.

ok just did a 10% water change currently using prime and stability, and am on my way to go pick up the cartridges, (I plan on putting the cartridges in a bag with his tank water and put it behind my cartridges in my biowheel. The angels still looked a bit stress really hoping they will pull through. I will keep you guys updated
Try to keep your nitrItes below 1, and add one teaspoon of salt per gallon. The salt will out-compete the nitrIte in the fish's gills, which enables them to "breathe." Otherwise the nitrItes prevent O2 from getting into the fish's blood, which causes nitrIte poisoning, also called brown blood disease, due to the lack of oxygen in the blood.
and make sure you dissolve the salt in a cup or bucket insted of adding the salt directly into the tank if you do it releases some sort of posion that posions your fish. (forgot the name of the type of "posion"/effect) trust me i had to learn that the hard way.
go by this and you prob will be able to keep all your survivors. i have the same prob am very impatient but after you keep setting up more tanks you will become more patient.

Plain canning/pickling salt will be fine. Even regular iodized table salt will due if you don't have time/access to the grocery store. Just don't use the iodized stuff on a regular basis. Any salt will due as long as it doesn't have caking agents/yellow prussiate of soda.
You can put it in a panty hose tied at the ends, and place under your waterfall of your filter.
I wouldn't rinse out the pads at all, you don't want to disrupt the BB inside them. (Agitation and rinsing can dislodge beneficial bacteria.)
