Most of the time if the female is more aggressive than the male, it doesn't really work out too good. Your male is suppose to be the dominant one. She is suppose to get his attention only. One thing you can do is separate them for quite some time, do water change, beef them up in high protein food such as raw market shrimp, frozen blood worms, night crawlers(earth worms - bait shop bought), frozen brine shrimp and etc. After both of them have gain their confidence and territorial, put the female back into the male's tank. This should get them excited into breeding.
One thing, you may notice that the pair is a lot more aggressive than usual. This is because they have been solitary for some time and gain their own confidence. Thus in return, it is generally a good idea to have a bigger and more dominant male(not overly aggressive where it only wants to kill everything in the tank that moves).
