From his point of view, there is no real updside (presuming that he can replace you as a tenant), and nothing but lots od downside. He's not required to let you take risks with his property.

You might want to consider using it for some other purpose that the landlord is okay with.
 
Either try giving him a large damage deposit but I would assume it be a huge amount...other than that I'd say move.

This is not a bad idea.

Here are some things to consider...What does the lease agreement state as far as pets? If it clearly says not tanks over X amount then you're SOL. Does he allow you to have a waterbeb(who has those anymore anyway, but hey). I'm sure you have renters insurance which should cover water damage. I'm in an apartment right now with a 300g. There's no where in the lease that mentions anything about fish tanks but it does state that if i have a waterbed then i must have renters insurance that covers $XXXXXXX amount. So that's how i got by even though no one as said anything about my tank.

I'd say offer to pay for renter's insurance and maybe pay a monthly fee that is reasonable. As someone has already said, there really is no upside for the landlord to allow it only lots of downside.
