I know that I can glue acrylic to the inside of the tank (glass, making wet/dry) with silicone, but how do I glue acrylic to acrylic.

Weld on 16 is a great solvent cement for acrylic, but it's definitely not ideal for doing something like say, building a tank. If you're just trying to stick things together it'll be great. Only local places that have stuff like that are fiberglass/plastic shops, maybe a hobby shop if you're lucky.
