How to glue acrylic?

No. There are special bits for drilling acrylic that have a very sharp rake on the front of them so they minimize chipping; a regular drill bit will work though. I generally go over my drilled holes with a countersink bit to remove any chipping.

also drill slow and allow your drill to cut its way through instead of fast and pushing it through. The faster the bit is turning it will heat up and melt/burn the acrylic Possibly cracking the piece you are working on. Just let the tool do what its suppose to do and cut a hole through.

Mask both side with masking tape, and back up the acrylic with a piece of wood, so when the drill bit does cut through the last bit of acrylic, it won't pull the bit in and thread itself down...it'll cut through clean...

I have personally used this recipe to build a small reservior, for water cooling on a PC...

Take 1/2 cup of acrylic shavings (from drilling holes) and in a glass jar, combine with 1/4 cup of ACETONE, (high strength) stir with a glass rod, or chop stick...when mixture is all dissolved, just apply to the pieces of acrylic to be bonded, and clamp or tape together for 1 hr. Parts will be bonded in 1 hr and cured in 24 hrs...waterproof joints are possible with this mixture...

Is this really an issue? My sump is like that too and it seems to work fine for NH3 Removal. I know ideally you aerate the media and so forth... but on the other hand if he elevates the media he'd have to use less of it. Worst case scenario the submerged media does the job of eggcrate or whatever else, holding the w/d media up.

True, true...
I myself, would eliminate the left hand chamber and fill that area with bio as well. He was making a drip plate, Just make it big enough to cover the entire area...
