How to I get a License to own an illegal fish?

Black arowanas are illegal in Florida. I'd like to get a license to own one, but I dont know how. If I got the permit, would it be for all illegal fish in Florida, or would it be specialized towards just one fish? Does it cost money? Can I do it online? Can someone please help? Thank you very much!
 
i would say start off at like city hall or something and start asking from there. accurate local directions, instead of "well HERE you can ....."

N-E CICHLIDS: You can get a Permit to sell and have Restricted fish in Florida. You have to apply for a permit to Have/Sell illegal fish from the FWC. The catch is that when a wholesaler gets this permit, they can only sell to someone who has the same permit within th.e state of Florida. Now, if you are an internet company like myself, I still need the permit to house the fish, even if I am not selling to anyone in the state of Florida. I can house Piranhas in my tanks as long as I have the permit. The only things I can not house, even with the permit, are fish that are banned in the U.S. all together (Asian Arowana, Snakeheads, Etc...) Black Arowanas are illegal in the State of Florida. However, I can house them in my facility under the permit. I would say; it is hard to get a permit, but not impossible. The FWC comes out to your place to inspect the holding facility for them. If you get caught selling to a non-licensed person, they will take your license and fine you. You can have some of the restricted species. It depends on the type. Like for instance, the list states no Boney Tongued Fish, However you can sell and have Silver Arowanas in Florida. Talapias are illegal in Florida. That only applies to certain types of Talapia. There are many different types of Talapia. Contact the FWC for a detailed list. Most people stay away from restricted fish, in general, because they don't want to take the chance on what species are illegal and what are not. Safer that way

you could probably e-mail some higher-ups i your state.
but i dont think you could do it 100% on the net
 
Well, if you somehow became an educational facility, or perhaps a public zoo, etc. you could.... but your best bet, like someone said above, is to get in touch with Fish & Game and see.
 
Building your own Public Aquarium might speed up the process. LOL
 
You can get a permit to own anything but it isn't easy. When I tried to get a permit for my american alligator when I moved from one state to another I tried getting a permit for him. They would even talk to me until I had documented proof of 1,000 hours of handling. It's a catch 22. You can't get a permit until you have the animal, but you can't have the animal until you have the permit. Told them I had it for 4 years and they still said I need documentation. Documentation from who?
Basically if you are a hobbiest your never going to get a permit for anything. I would recomend getting a p.h.d. in ictheology.
(of coarse alligators are class 1 preditors, an arowana might be little easier.
