How to mount bullkhead on non flat surface?

A simple but effective way to use a bulkhead on an irregular surface like yours is with builders putty (many different trade names and brands) to form a flat surface. It's a putty with a catalyst hardener that you can squeeze into nooks and crannies or build up valleys. Once it sets, it can be sanded flat and paintable. Suitable for wood, metal, concrete etc. Use it on the outside so no water gets to it. There are some suitable for potable water situations if you did need to out on inside. It is a good way to plug leaks as well.

That is a good solution. I thought of using JB
Marine Weld putty.

I tried to use the Uniseal, with my arthritic hands,
no go. So I went back to the bulkheads and just
used GE Silicon I to seal the gaps since I already had it. Looks ugly but functional.

The wider- larger uniseals are generally easier to install than narrow ones. There are several tricks like a chamfer pipe edge, dish washing liquid lubricant or a simple DIY tool using threaded rod that let's you apply screw pressure.

Anyway, glad you have a working solution.
