The fish from overseas has to go to a transhipper first. There are import taxes and licences and other BS to deal with. The fish then get a break from there bag and hang out with the transhipper a day or so then they get reshipped to you. Transhippers have all of the licences and permits in order to get wildlife from other countries. They have to go to the airport to get the fish and have it inspected to make sure no illegal fish or animals are trying to get smuggled in.
