Will the vertical silicone stick to the bottom when it has that skin on it?
Yes, as long as you do it before it cures. The skin isn't a thick layer or anything, it's just that the surface gets very tacky and hard to work with.

That was a bust. Maybe if I had done a smaller tank first. Its looks worse now than it did before.

Thanks for all your help guys, too bad I screwed it up.

Here's a look at what I did. I must have used too much silicone, but I thought for a big tank like this I would need a good heavy coat.

Yeah, too much. You don't need as much as you think. The more the merrier only makes a bigger mess :(
Looks like some of those seams are pretty good though.

That's why I use the ProCaulk applicator. It's as professional as it gets.

I found the corners difficult. Then the tape stuck to the silicone. I was not sure on how much to use. The bottom dont bother me so much because you won't be able to see it. However that verticule looks bad.

I have a Q. How would you re-seal just one side? If the tank only needed one section and you take out 100% of the silicone, is it the same way except with tape on the outside to give an extra hold as it seals?

I found a tank on the top left front corner, it was leaking and the glass was moving. I took out the silicone and just hope the corners are good :D

If the glass was moving, then I believe you have structural issues. I have never repaired a structural seam, so I don't believe I can be of much use with my personal experience. I do know you would have to remove the pane of glass, remove all of the silicone, reseal and set it perfectly. The type of silicone you use would be of the gravest importance at this point.
