Cat proofing anything is almost impossible.. they're worse than a 2 yo lol
What I was going to suggest then, was one of those outdoor "cat tubes"(lol) where you can connect one end to a cat door and have it trail out as far as you want into your yard.. that way he can see the birds and other interesting things without being in danger. Or a large outdoor cage, like 10'-12'. pretty cheap and easy to make.
