That type of idea is how they selective bred to get miniature cows. They get to around 36" tall. You would have to start out with a large number of parent fish to get a large enough breeding selection as to not inbreed, thus getting smaller fish of the same species as you desire and at the same time avoiding the negatives of inbreeding.
it would take many years but once its "made" you will always have it. Look at all of the mutations we have in the trade now
Id rather just create fish that swim in air. that would be so much easier. and that means no more tanks :]. just switch gills with lungs and change around the dna. it would be difficult but with eleventy million cajillion scientists it should only take ohh 48 hours tops :].
