Regardless of whether shes a runt or not she should not be looking like that... considering it's a baby and judging by the size in your photos (in comparison to your hand) I would even venture to say she hasn't eaten once since she hatched. Thats more than just underfed.... and again shame on the breeder for not being more upfront with you and telling that it's either not a good eater or hasn't eaten at all or just making sure you know it's going to take some work to get it back to health. But it isn't all the breeders fault.... it takes two to complete a transaction.
It is never a bad idea to treat new animals for parasites in any case (just to be on the safe side) but especially when they are in such bad shape as this.
And if the male only has a "little" more weight on him he is probably not int he best of shape either.
