I don't believe the 3' rule everywhere, but in most houses it's true. I bet if I look under the table my computer is on there will be a tiny house spider web in some little corner. We have tons of little house spiders, and the biggest I've seen was no bigger than this pic,

I've found big ones like that hiding in my laundry, when I put the shirt on:WHOA:. Its actually happened more than once. They are everywhere here, late night or early morning you cant walk between anything outside without walking through a web.
And the 3' foot is definitely true around here. If you're within 3' of a wall, floor, or ceiling there is a spider near you. It just might require tearing through sheetrock to find it.
