Ich?

Ok so in the picture with the blue knob there is a little dial which controls the heat and in my case it faces one direction for now and either direction it faces it is still cold water never warm or hot so I was wondering if any of you guys knew how to fix it as I cannot do the heat and salt treatment in a cold tank so I need to warm it up the thermometer says 79 now it's a stick on one but it feels more like 60 so where can I get a cheap filter for a 10 gallon I don't really want to buy any more heaters but I guess I'll have to if this doesn't work and how much does aquarium salt cost

Aquarium salt isn't that expensive, but you could save money by getting the solar salt mentioned in an earlier post.

A heater for a 10gal shouldn't be that expensive, but I understand you not wanting to get another one. Is the heater plugged in/power strip turned on? I know it sounds stupid, but it happens sometimes. You could also try getting a bit more accurate thermometer (ones similar to old mercury thermometers - they usually use alcohol dyed red nowadays) just to make sure. This is also something good to have one hand.

Heat helps, but salt will work alone if you add enough.
 
Okay well now the hard part. Getting my parents to take me to a pet store or a home depot. My dad has spent like $150 this week on pet stuff for me and he said no more lol so I'll try. Do you think you can get an exact pricing on both items the heater and salt because I really need to know how much each is because my dad will get pissed if he has to spend another $30 on heaters lol but he hates This the only thing he likes is watching my pets eat live food haha

Honestly for the heater check Craigslist.org for a cheaper heater. To tell if your heater is working plug it in put in water and wrap your hand around it and if it gets hot then its working if not then your heater is dead. I have seen 100 watt heaters for $5 and $10. Good luck

Like I said earlier, the solar salt from Home Depot is around 20 lbs or so, and it is only around 4 dollars. You really should have a heated tank for you fishes health, but in the mean time, you should be able to clear up the Ich with just salt treatment. With the inability to raise temp., add 4 tablespoons of salt for every 5 gallons. As mentioned earlier, add the salt gradually over a day or two.
 
I got the guy with the free heater to ship it to me I paid him for it so it should come by Tuesday and I lost one bleeding heart tetra to the ick so I will be getting some salt tommorow along with a ton of new fish to make up for the lost ones. I will put them in my 55 until they can go in the 10 gallon
