That is a Ctenolucius hujeta. Also known as a hujeta gar, slantnose gar, or rocket gar. They are not a true gar, but a type of characin. I've heard they max out around a foot, but I've never seen one over 9".
 
Give him some floating cover. Mine ate pellets and live foods such as guppies, rosies and ghost shrimp.
