you are having trouble now because of the long term stress from the dead weight of almost 2000 pounds in one spot. the floor didn't sag overnight, but likely over a long time.

when you do beef up the floor, you need to move the tank completely from that spot (ie drain down, move it away from that location), add the supports, then put it back.

even draining down the tank partially and trying to beef it up is not going to be as effective effective as moving it away from that space first..

I believe it states something about this in the link I posted.

its important to remove the weight, then add extra support and place the weight back overtop of the space, now with the extra support.

I'm thinking your main problem is with the floor joist that is located to the back end of the tank. By the looks of your drawing, that one joist has the potential to be supporting most of the weight. Especially if the tank is back from the other joist even a little bit.

If you could at all take a few pictures in the basement it would be WAY easier to diagnose.

Is the sag in the floor in the center of the tank?
Can you see a gap under the stand?
Is there a main support beam nearby?
