Feeding animal heart meats is a great protein source but adds a heavy biological burden to your system. 20-30% weekly water changes in a 36” tank would not be adequate to keep your nitrates <5-10.
Though less toxic than ammonia & nitrite, high nitrate levels take a toll on fish vitality & immunity. Have you tested your nitrate levels?
The pics clearly show necrosis (black tissue) & infection in the flesh of the caudal peduncle. TBH I don’t know if the tail will grow back even if the infection heals.
I’m not an expert on fish antibiotics, but I would encourage you to add salt at 1tbsp/1gal of water, do 50% water changes every day to reduce the bacterial load in the water column, replace the salt to the same concentration with each water change and keep it like that for 2 weeks minimum.
You could dap betadine or iodine directly into the wound bed also.
What is the water temp? If possible, keep the temp in the low end of the aros tolerance as bacteria thrive & multiply at higher temps.
