impossible to keep clean

Cycled? How big are the convicts currently?
 
Convicts are currently 1.5inches roughly...

before them there was my JD in there who was healing from a fight. And before her was an angel fish which I kept in there because
A. It was mean
B. I wanted to keep the tank cycled.
 
I'm just baffled by it because I don't regularly turn on the light, its not near to a light source like a window...

And I never had any of these problems (knock on wood) with my 120.

That is why I figured if I hooked up the tetratec ex 600 that it would be plenty filtered.

Not at the moment I don't, plus I just cleaned it so the tank looks decent at the moment.

Just a strange brown growth that seems to attach itself to the windows, plants and rocks. I figured with using extra filtration that it would keep the tank in better standing.

Starting to consider taking down the 14g and sticking to bigger tanks.
 
brown diatom algae is what you have going on. And it is a normal new tank syndrome process. You more than likely have high silicates in your tap water and this helps feed the algae. With my tap water i get this with all new set ups for the first 6-8 months and then it just clears up.

If you have fake plants in there use some algae be gone or another product designed to kill algae.

If you have live plants just give it time and keep up on the maintenance.

Etheir way it will pan out as time goes on. You could look into getting a otto that will eat diatom algae. And also extra water changes will help out as well.

You might do a search about diatom algae and get more info.
 
You could try and reduce the amount of time your lights are on if it is brown algae(which seem a good guide as it's on your glass).

I keep the lights on very little at the moment, but I'll keep them on even less.

Me as well, really a pia.
Lighting seems to have no effect. I think I might have silicate in my tap water, which is why noting I do has any effect.
Good thing it`s not in your main tank..
Is odd, how it will get going in one well established tank, but not in another.
I`m still looking for a cure.
