I was actually thinking of lining the inside of the tank with the hardi boards and cementing the joints, as well as using some type of quick set mortar or cement and spreading it below the hardi boards. Just like you would laying tile floors. I would also use liquid nails.

I am probably going to try a small tank in the next few days if not today and making it out of just plywood and concrete. See if it sticks to the plywood. Than just wait until i get the drylok.

The taping would take hours!

I would not try to use any kind of cement in the seems. You are taking the chance of stress cracks. Even if you were to try it on a smaller scale, it may be ok for a while, but bigger tank more pressure. If it works on a smaller version, its going to give you a false sense of security.

This is what the sillicone is for as it is flexable.

Trust me, as my 600 did leak at first fill. I used what i thought to be enough sillicone at all seems. The tank was fine until it was more than 3/4 full, after that there was so much pressure it started to force the sillicone through the seems. Non reinforced cement will definitely crack and break in my opinion, although I am not a professional. I am just trying to help.

Use plenty of sillicone, all applied at once. And let fully cure 2 weeks befor filling.

I tried it on a small scale and your right, it was a bad idea :D, but i had fun doing it!

Anyways, i still am planning on going without the hardiboards. Just to see if i can.
