Insufficient Filtration

I would add a canister filter anyway. If you can't find the source of your problem you can at least mask it temporarily while you go away. You can't ever be over filtered imo. I would buy a canister and buy some ceramic media and seed it with the bio balls and you should be good in 24 hours.

Do you use the right amount of conditioner? Do you know anyone else with another test kit? Can't hurt to try another. Couldn't hurt cleaning the test tubes and stirring up the sand bed next water change. I can see a black pad in your sump. Is it carbon?

All I can think of atm other than whats already been suggested
 
Next water change try using prime to condition the water and add a dose seachem stability, even though you are under stock it seems as if your system is not mature enough to handle the bio load.
 
I have an eheim canister thats made for tanks up to 65 gallons. Would my tank benefit with this filter or should i get a bigger one.

It would help but ideally a bigger one would be better. Im still a bit dumbfounded. You may have a bad test kit. Cant see anything that would cause that much NH3 unless it was a brand new tank or you were overfeeding. Doesn't seem to be the case, unless something happened recently that caused your bio to fail and cycle over again. You lose power or have the tank off for an extended period of time?

The test kit definetely isn't bad im sure of that. The only time the tank wasn't running for an extended period of time was when i lost power during hurricane sandy, but the tank wasn't not running for more than a day max, and since when i turn off the pump a lot of water fills up in the sump, the bioballs were most likely submerged during this period of time which should have kept the bacteria alive. Also this was obviously a while ago.
