because your upload speed is the limited bandwidth, baud rate @ which your ISP is processing at, and a small request still mathematically will take up a frequency, baud, bandwidth it is inherently limited to...however for the bandwidth to actually show significant lag you would need a bandwidth limit of 128kbps for you to get a lag on a 64 bit packet sent every 500ms.
Since a ping packet is normally whats used to test your lag, and thats a 32 bit packet, you can get 250ms lag...on what is basically dial up SPEED.
