Is it okay to do a 75% water change?

I missed that those two posts were the op's, my bad.
Besides that, he needs to find out why his nitrates shot up, that doesn't just happen over night, and what did they shoot up too?
Follow Rd advice and then keep doing your weekly wc and testing to see if it's enough like the rest of us.
Just because one person does 40% doesn't mean it's OK for the next guy, Ray size, tank size, feeding and amount of food all play a part.
After nitrate creep 25% a week equates to about 350% YOUR weekly produced nitrates by the following week.
50% wc = 200%
75% wc = 125% iirc

That's a rough guide assuming the rest of your tank maintenance is right up to scratch and doesn't include tap water nitrates...

Just keep testing, if your not sure on your test kit get a new one.

Why are your nitrates high?
Have you been testing your water?
How big is your tank, and what filters are used.?
How big are the rays?
What are you feeding?

I saw on another thread the tank is bare bottom, it's very easy too crash your cycle with bare bottom tanks if inadequate/small filtration is used due to the lack of surface area for the bb to cling too ime.
