Is it possible a tank can fail to cycle?

I don't know what the interaction between Seachem N.R. and baking soda would be. Maybe ask that question on Seachem's website.

I would think the Eheim 2217 would be sufficient for a 33G/125L aquarium.

Were you able to get any test results for ammonia for your plain tap(rainwater)?

You obviously don't have ammonia in your source (rain) water, so that eliminates that as a problem. Since you are still low on filtration and have a large bio-load in the tank, I would seriously consider trying to acquire some bottled bacteria product to add to the tank. It may help get you back to a cycled tank.

Hi,

I actually added 40kg of pool filter sand to my tank as substrate since i had a bare bottom tank, i also over the weekend did 2 50% water changes and my ammonia level has dropped to 0.25ppm, zero nitrite and 5ppm nitrate.

would adding the sand have helped with the ammonia breakdown?
 
I think it was the two water changes that made the biggest impact and not the addition of the sand. The sand will allow more surface for the BB to adhere to and may help in the long run as long as dirt, detritus and gunk is removed from it regularly.
