This has come up before, and people seem to think both ways. Personaly I think it should be fine, as long as the fish don't pick at it and stuff.

Lead is used to weigh down plants in thin substrate. It should be fine. Lead sinkers from your local fuishing and tackle shop would probably do the trick.

to be super safe you can put a coat of epoxy on the lead

Isn't lead harmful? I was under the impression water conditioners that 'neutralize heavy metals', include lead?

Aren't plant weights made out of pewter?

Plant weights are lead.

Lead is a toxic metal (Lead poisoning, hello?) It has this nasty habit of building up, whereever it is - and builds up inside bodies/fishes as well.

If your going to mealt lead onto the bottom of the driftwood I would put silicon over it. I don't think you have to really worry about the plant sinkers. there probably already aquarium safe.
