Is my 29g aquarium overstocked?

I agree on checking params to know - personally I’d start by increasing school sizes and maybe add a centerpiece fish to tie it together.

Parameters meaning ph and hardness or ammonia, nitrite and nitrates?
 
Well you should be making sure your ph is semi ok. To me consistency is better than trying to get the perfect ph. You 100% should monitor your ammonia nitrites and nitrates. Usually aim for no ammonia no nitrite and 5-15 ppm of nitrate

Last time I tested my ph I think it was like 8.8
 
Assuming the tank is cycled, ammonia and nitrite will be zero.
The goal is to keep nitrate under 20, but as close to zero as possible is ideal - this tells how heavily stocked the tank is in relation to your cleaning.
pH and hardness generally tell you what fish will do well in your water.

My dad tested my water at a lfs and my dad told me they said the nitrate amount was minimum and that “they thought it came from a new tank with no fish in it”
 
That’s a good sign - keep an eye on it, as that will tell you whether you can add more.
