Is my 29g aquarium overstocked?

That should be more than adequate if done regularly (at least every 2 weeks).
 
My dad tested my water at a lfs and my dad told me they said the nitrate amount was minimum and that “they thought it came from a new tank with no fish in it”
Don’t trust the people at the lfs to test your water, get your own test kit so you know it’s done properly and if it’s within *your* parameters you want it to be. Every person on this site uses the same one as it’s proven to work and doesn’t cost an arm and a leg, the api master freshwater testing kit. I don’t personally know them or their level or experience, they could just be some amateur with a goldfish in a bowl just passing on information they’ve heard whether it’s right or wrong, either way I always recommend testing it yourself so you have no doubt in your mind what it is.
