Is this "overstocked"

I do 60% minimum on all tanks. It's not unheard of to do up to 90% weekly

If anything like my chalceus I had then 4ft is minimum for those. They really zip

Bichirs are a no go with anything under 6-8" unless really stocky fish
 
I believe with the amount of fish you have in the tank, a 50% water change is wimpy.
On my tanks, which are more understocked, I do 30% every other day, 110% per week.
In that way, is there is a power outage, many will survive.
Because occasional power outages which stop pumps are common, I try to stock with power outage survival in mind.
