Also check out your local landscaping stores. I have a black PVC pond liner that's basically a drop-in pool. It's 375 gallons and only cost around 150 dollars if I remember. Only about 18" tall, but the floor space is amazing. You could easily take one of these (or a horse trough) and wrap it with bricks for beauty.
There are a million options, but one of the most popular is something like a trash can or barrel with mechanical filtration on top and biomedia below. Look around for DIY pond filter ideas, there are so many to choose from.

So your set on keeping the ray? Thats pretty cool that you are willing to do whats best for your fish. Especially because its only one fish. haha. If you go to this link (THE LINK) you can see my plywood design. The cool thing with building your own tank is you can be super creative. Any shape, size or material you want. You'd have many options. And also If you made it big enough, you could keep your pacu. However that would require at least the construction of a 450 gal. tank in my opinion. Also what knifegill said. A ray pond would look amazing in the middle of a room, and then you can create a fish room around it. Put in a tv, couch, a ps3 or x-box, and a fridge and you have officially created my heaven on earth.
What are you doing with the electric catfish? I would recommend keeping him in a tank to itself, as if they ever feel threatened for any reason ( such as you accidentally spooking them ) they will give off a huge amount of electricity and may shock the other inhabitants to death.
I will definitely keep that in mind. The fish store I go to is willing to help me get my fish up and running by quarentining them for me. Thanks for all the advise guys, I will keep you informed as to what I do and how I do it.
