ill take it as they are both males and the smaller has not grown due to the other being dominant and smaller one only getting enough food to survive.
 
put up some close up pics so we can see if he's stunted.

Ok here they are, (1st 2 pics) my regular Jag who is up to about 6-7 inches and the famous mini jag! who hasnt grown a lick!

I know a guy that has an Arow that topped ouit at 12" ... He has a problem hearing.


Fish was and is in a 90 gallon and is probably now approaching 3.5 years of age... He picked it up at 6"

These jags are in the same tank with your Large RD right... Possible stunting.. Possible slow growth... If you put that fish in a different tank for a few weeks it might start growing..
