Jack Dempsey Growth Problem

when i got my jack dempsey he was about 3 inches long. It's been around 7 months since i got him and he hasnt even grown a full inch! ive always kept my tank healthy and all my other fish prosper. I keep his diet varied and he's in a 40 gallon at the moment, but for the majority of his life he was in a 75. Any tips on how to speed up growth? or reasons for why he hasnt grown.
 
Maybe its a midget. Runts are born all the time, they usually get eaten though.
 
What exactly are your water parameters? What exactly are you feeding him and how much? And what tank mates does he have?
 
well lets see: I did my last water test yesterday and ammonia was about .5ppm pH 7.2. I feed him cichlid sticks, cichlid staple, cichlid gold, and occasional feeders. as of tank mates hes got a 9" tiger oscar (who i got at an inch at the same time and hes grown a LOT!) a small clown knife, dragon bichir, and a 5" pleco

hes only been in the 40 for a month and a half and thats because im only temporarily where i am. when im in my permanent house at the end of december everyonell be going to a 180. A 40s the last thing i want everyone in, but its the best i could do on such short notice.
