What kind of feeders did you give a 3'' jack? With tankmates like that in a 40 I could see why it hasn't grown too much. If you bought him at a big chain store it may actually be a stunted older fish.
 
Any reading of ammonia in a tank is not a good thing. I'd get your water squared away first of all. You should be reading 0ppm ammonia, 0ppm nitrItes, and have some measurable amount of nitrAtes.

absolutely 100% correct ... if you've got ammonia readings, something is wrong ... you are either over-stocked (yes) or under-filtered ... and not doing enough water changes

will all those fish in the 40G, are you confident the JD is getting enough food?
 
he mostly only gets feeders when he steals him from the other guys. I give feeders because my clown isnt on pellets yet. and the ammonias like that because i havent done my change this week yet. its usually at 0. annddd the JD's about 3.75 inches
 
I think u should stop on the Feeders. Bad nutrition and that could be adding to your ammonia. Feed a Varied Diet of Veggies like peas. Pellets. Blood Worms. Krill. Earthworms. If you want to feed something live. I would go with Ghost shrimp or Mealworms. Make sure to add Veggies to the diet. I dont think JD's are fast growers. But being 3.75 inches he could be on the verge of a growth spurt. Juvenile stage is when he will shoot in size. Give him time. Do about water changes every week about 25%. this would give him an extra boost in growing.

Your nitrates should be increasing as the time goes by without water changes, not your ammonia. Ammonia should stay zero as it gets broken down into nitrites and then nitrates by the beneficial bacteria.

Any reading of ammonia in your tank means something is wrong.
