I second the guess, worming pattern all over with less defined stripes = male. Darker stripes and less pattern on belly = female.

What size tank, and what size are fish? Pretty normal behavior. He probably wants to breed and she doesnt

3ft long and 2ft hight

Well, that is much too small for even a single jaguar. He will probably kill her in that tank eventually, nowhere for her to run.
For a pair of jags, you are going to need a 150 gallon + pretty soon. Looks like these fish are not babies either.
