no on the black gravel and for jags i would say no on the black paint.
i have a smaller jag in a grow out tank and its painted black and you can hardly see him in there, its stupid.
i have had luck with toronto bluejays blue paint, and black gravel, but black on black is best for bright fish , jags would be so stealth in there you would forget you had them.
 
fish often mimic there colour to there surroundings right so black fish , black rocks, black walls, my dude its like night time in there lol
 
My 13" JAG is in a 210 with 5 tinfoil barbs, 1 bala, and a p.afer. It used to be in a 75 but looked cramped in there. No substrate and no backgrounds.
