what kind of filter you running and what type/how much bio media, shouldnt have cloudy issues if your media is established, maybe we could help you out with your water if you post your params/wc schedule, etc

as for the jag, as long as it has grown up with tankmates then it shouldnt be too bad unless it just doesnt like one of your fish (sometimes some fish just rub each other the wrong way lol)

if your tank is complety cycled and you have tried carbon and sitll no help they do sell a formula that clears cloudy water up but i cant think of what its called. you can give it a shot. it may help. hope everything clears up for ya.
