Regarding the drawing, the layout looks OK if the pump is inside a skimmer. The flow in a basic rectangle pond should be from on end to the other end. The waterfall weir will help keep the water moving and debris moving toward the other end of pond, skimmer will pick up large debris and floating trash, leaves are the worst. 3 or 4 large leaves can clog a pump intake fast. I am not familiar with an Oase 4000 filter but know that they are expensive. Why not use a large skippy style as your waterfall filter and possibly an upflow 55G drum prefilter behind the waterfall. You can hide it with rock and landscaping.

Use a 55G skippy as a prefilter and something like this stock tank filter as your waterfall.

With a skimmer, prefilter and waterfall filter, you should be set.

You mentioned earlier about running your plumbing lines inside the pond. I had that setup and one time, I didn't like it. I would keep as much out of the pond as possible. It makes cleaning easier.

Make sure you put an overflow out of the skimmer box as well, that way your pond will not overfill during heavy rains.

Make sure you have an easy method for backflushing the filters.
 
IMO - Isn’t the skippy the same as the waterfall filter with some changes?

One flows out of a pipe and the other uses a stainless steel spillway.
One has PVC piped in from the top and the other has pvc piped in from the side.
The Spillway filter has the added clean out feature which is nice!
However.

I just don’t see much difference between the two. The Spillway filter does seem a little cleaner and maybe a nicer design, but they both seem like they do the same thing.

I was thinking about a skimmer that was pumped into a large skippy/spillway type filter along with a bottom drain to a settling drum that would also be pumped into the same skippy/spillway filter.

The other idea I had was replacing the Skippy with 2 different Gravel/Sand drum filter's (like the ones mrunlucky07 built), One fed from each pump so you would still get the skimmer/bottom drain combo. That’s just what I was thinking anyway.

Got the liner in yesterday! It was $150 cheaper shipped to my door than any local stores, so the choice was obvious!
