That's the overflow wall, with weir. My flow is restricted by that as well. I have my Waveline 10000 running on 3 of 6. It's worked ok so I dont mess with it. Good to do before you are set up.
BTW, I asked since I do have a "cover" on top of my overflow and so was confused why that would restrict...LOL

I saw your post earlier. That really sucks. My largest is about 9.5" and around 8 years old, so I understand what kind of loss that is. Very sorry, man.
I run my overflows without fins, usually our fish are too big to get into the overflows. The quality of surface skimming is also far superior, added bonus the overflow becomes silent without fins.
Still have a long way to go, but got the old tank tore down and the new one in the house today. Had to tear down and move the old one to make room for the new one. Been a long day haha. Still need to rinse the sand to put in, do more with the decor, and clean up wires and stuff in the stand. Will save that for another day.
After playing with it more I got it to work with the fins and still pretty darn quiet. I have filament barbs that could probably get sucked into the overflow without them. And also when I ran it without that acrylic piece with the "fins" the water level dropped below the top brace. I prefer the water level up to the trim.
Got a little more done yesterday. Added Finnex heater controller, tried to clean up the wires in the stand a bit, added 100 lb of pool filter sand, and put an AC110 on to grow my pothos in.In the sump, I'm trying out a 200 micron sock for now. Using biohome, siporax, and a small amount of marine pure for biological. I have two 200 watt jager heaters hooked to a Finnex controller. The pump is a Jebao DCT6000. So far the pump seems to be extremely quiet. I was running a C360 and 2262 canisters on my last tank. This is probably pumping at least 2x the water and using half the electricity hahaha.
Still looking to add some larger stones, hook up my UV at some point, and add some sort of lighting in the stand.
