I am going to say it is male.

The spangles do not go low enough on the jaw to be a female, although I have seen male looking specimens that turn out to be female, the best way would is via breeding tubes.

Not all females will show color like this one.

as a jack dempsey breader you should be able to tell that scooterbucks JD is a male

It's male, because of the speckles on the gill plate. A female has a blue splotch of blue on the gill plate, I know because i have 2 females and an 11" Male, and you can tell who chases who in my tank. LOL
