^ Market shrimp is a good option, you could also try de-frosted mussels, and scallops too...
 
You need to vary his diet greatly.
 
my question is with 5"-7" puffer, would it have enough strength to break those clam shell, or to feed hard shell when puffer grow over 10"?

You don't need them to break the shell open to keep their teeth in check. Simply by scraping the teeth to remove clams for the half shell will do the trick. I also feed shrimp still frozen right out of the freezer. No work at all for a puffer to get that down.

Not being rude, but i don't think its the best idea to feed any fish food that is still frozen... since lets face it, in nature, especially a tropical lake there is no freezers around... not to mention, i'm sure it can't be all that great to feed a fish fully frozen foods...
