I attended a talk by one of the foremost experts on stingrays a few years back, she ran the Vancouver Aquarium sting ray exhibits, and spends time with them every year in nature.(sorry her name alludes me at the moment).
She recommended nothing smaller than "300" gallons for the smallest species of stingrays, with a very large footprint being a very important factor (as opposed to depth).

Electric eels get up to 8ft and approximately 40lbs so I doubt a 240g will be adequate for life.
