Doesn't work like that. A filtration system for a tank like that will run you $2000 or more. A heater will run you a couple hundred or more. Your parents won't pay for that much water, and that much electricity. Slowly, will take you several days to do a water change, and the more important thing is the water going into the tank. Also, if you do it down the street, then your neighbors will complain, and the water company will still come knocking. Have you checked your local ordinances?
