My 72 Gallon Bowtank 3D Background

Thinking about getting some Limo tint for the sides. Definitely didn't plan to leave it this way. Still a work in progress.
 
My initial ph reading was 7.6. Could this be a result of the specialized substrate I purchased? It was supposed to be buffered and indicated that it won't affect ph levels.

No one had "Stability" or "Prime".

In addition I squeezed out a large sponge filter from my existing standby tank and put it in the new tank.

I would have had to mail order either product, so I tried to pick the best of what the LFS had on hand. I hope this works, but its not clear if I am supposed to add fish at this point or not. The directions stink. It is bacteria that I am adding to the tank with this product. I add it in stages. 75ml's the first day and 50 ml's on day 8, 15, 22, 29, then follow it with a maintenance dose of 20ml every other week following.
With this type of plan, I am wondering what is feeding the bacteria I am putting in the tank? Kinda makes me feel as though I should be putting in some fish at this point.

Any thoughts? I could really use some friendly input from the pro's out there.

Added another dose of sponge filter bacteria from existing tank and transferred my starter fish into the tank. They are sooo happy with this new environment. Gonna wait a couple of weeks to switch out and introduce some Discus Fish.

Some initial observations so far. Behind the 3D background I have noticed some light dirt building up at the base. It is most likely just some substrate than managed to pass thru my left side edge gateways. This is not of any major concern, but I will have to devise a plan to clean this as time progresses. There is no way my siphon can reach back there with all of the equipment and the diverse shape of the actual background itself. I don't want any issues with partial dirt allowed to build up unchecked.
Open to suggestions.
